Raising Kaine has an excellent critique of this statement and the entire article which is anything but fair or balanced.
Anyone can start a blog. If Del. Albo's Abuser Fees Plan was defendable, then he have likewise use the internet to make his point and defend his position.
The real problem was that his position was not defendable, the People strongly disagreed with his position, and he dug in and refused to listen.
Del. Albo's premise that Abuser Fees went down in flames because the internet spread misinformation belies an arrogance of power and a complete misunderstanding of the failings of his plan. The beauty of the internet and blogs like this is that they represent the power of free speech, democracy, and the the People at their most basic elements.
